			<content:encoded><![CDATA[<p>Republican Legislative leaders in Harrisburg announced that the natural gas regulatory and tax bill long awaited by Pennsylvania residents has been moved out of committee along strict party lines.  The bill will be up for vote today in both the House and Senate.  There will be no debate or room for amendments according to Republican leaders.  Committee meetings to reach a compromise were held out of public view.  The vote on the bill corresponds with Governor Corbett presenting his 2012 budget.   The natural gas drilling tax bill levies an &#8220;impact fee&#8221; on each drilling rig site.  The tax is optional for each county.  The bill also cuts local control over drilling rig zoning regulations.  The bill additionally increases the distance a natural gas drilling rig can be located from a well and public water source. 			<content:encoded><![CDATA[<p>The battle over clean drinking water in Dimmock Township, Susquehanna County , Pa. took a strange turn when Cabot Gas admitted that data used to support its position was wrong and resulted from simple human error.  Cabot has always denied that its gas drilling efforts polluted drinking water wells in the township.  The DEP permitted Cabot to cease providing fresh water to the residents claiming pollution.  The Federal EPA reviewed the problem and found different results.  Cabot issued a press release claiming that the EPA used water from the Montrose watershed and that arsenic reading were from those samples.  Today Cabot backtracked acknowledging that the Montros water samples did NOT contain pollutants and that Cabot had entered data improperly.   It seems that the debate over clean water will continue.  EPA ordered residents to receive fresh water until further notice.</p>

			<content:encoded><![CDATA[<p>There is quite a bit of news floating around today in the Marcellus Shale natural gas drilling region. In NEPA the local water company in Susquehanna County, Pennsylvania American Water is upset that Cabot Gas alleged that the tainted water samples cited by the EPA in the Dimmock Township water pollution fight came from PAW&#8217;s Montrose water shed. PAW officials released 6 years of water samples showing no pollution. Cabot gas has not responded. Elsewhere, state officials in Western Pennsylvania are permitting fracking under a dam created lake drained after the Fall, 2011 flooding. Range Resources will pay an extra 2,2 million dollars to help rebuild the dam for the right to drill. Environmental groups are wary of gas drilling under fresh water lakes, especially those that are spring fed. In Ohio, tax payers are asking the Governor to support tax rates on natural gas drilling in line with those in Texas. This would cause an increase in Ohio tax rates currently charged. Pennsylvania, led by Governor Tom Corbett, still has no tax on natural gas drilling to date. Finally, West Virginia may be on the verge of landing construction of the Marcellus Shale by- product cracking plant and its estimated 12,000 direct and indirect jobs. No decision has yet to be made and Ohio and Pennsylvania are hoping that they are still in the running to land the large project. 			<content:encoded><![CDATA[<p>       In Pennsylvania, if a minor (an individual under 18 years of age) is employed in violation of Pennsylvania state laws relating to minors and is injured in the course and scope of employment, that minor is entitled to receive an additional 50% of the workers compensation wage loss benefit rate. The insurance carrier must pay compensatuion at the customary benefit rate (generally 2/3 of the pre-injury average wages). The employer in this scenario (not the insurance carrier) must pay the additional 50%.</p>
